The equation below is the difference between a habit and a system: a habit lives in someone's head; a system is written, owned, measured, and has somewhere to live.

System = process + owner + metric + tool

Remove any of the four and it stops being a system. Without an owner it's a suggestion; without a metric it's an impression; without a tool it's an intention.
